UN: Constitution, Transitional Justice, and Economy Among Key Challenges Facing Syria’s Transitional Phase Welat TV – Erbil Claudio Cordone, Deputy Special Envoy of the UN Secretary-General for Syria, said Syria’s transitional phase, which began in March 2025, includes several key milestones, foremost among them building state institutions, drafting a permanent constitution, and holding elections. He said the greatest challenge is rebuilding the economy and meeting the needs of Syrians and those returning to the country.
